Notice inviting Tenders
1.  The Karnataka Rural Roads Development Agency through Executive Engineers of Panchayath Raj Engineering Department on behalf of Governor of Karnataka invites the item rates bids from the eligible and approved Class-I Contractors registered with P.R.E.D. and registered for  e-tendering with Karnataka State Police Housing Corporation Limited, Bangalore for each of the following road works packages including their maintenance for five years under the scheme Pradhana Mantri Grama Sadak Yojana Phase-IV.

2.  Time allowed for completion:  
      For works costing less than Rs.1.00 crores is 6 months  (including Monsoon)                          
      For works costing more than Rs.1.00 crores is 9 months   (including Monsoon)
                         
3. The bidders can view the bidding documents from the Internet site.

c) The contractors shall register with KSPHC for participating in e-tendering  process for which KSPHC will colllect a fee of Rs.1000/-(towards registration and e-mail ID).In addition the cost of digital certificates also to be borne by the contractor.
4.      Bid documents consisting of qualification information and eligibility criterion of bidders, plans, specifications, drawings, schedule of quantities of the various classes of work to be done and the set of terms & conditions of contract to be complied with by the Contractor can be obtained in the office of the Karnataka State Police Housing Corporation, No.59,  Richmond Road, Bangalore 560 025  between hours of 11.00 A.M. and 04.00 P.M. on any working day. Tender documents will be issued on the dates specified above, on payment of Rs.11,000.00 per package inclusive of taxes by demand draft payable to C.M.D., KSPHC  at Bangalore.
5.           Bidding documents requested by mail will be dispatched by registered/speed post on payment of an extra amount of Rs.500/-.  The authority inviting tenders will not be held responsible for the postal delay, if any, in the delivery of the documents or non-receipt of the same.
6.      a) Manual Bidding documents must be delivered to the respective Executive Engineer s of P.R.E.D. on or before 16.30 hours on respective date. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received on the next working day at the same time and venue.
b)    Bidding is done through e-tendering and reverse auction however manual tendering is mandatory. The e-tendering procedure is detailed in the annexure. annexure.
c)      Bids will be opened on the dates mentioned above in the  office of respective Executive Engineer, P.R.E.D.. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.
7.      Bids must be accompanied by the earnest money  amounting to 2% of the estimated cost. The earnest money will have to be in any one of the forms as specified in the bidding documents.
8. The bid for the work shall remain open for acceptance for a period of ninety days from the date of opening of bids.  If any bidder/ tenderer withdraws his bid/ tender before the said period or makes any modifications in the terms and conditions of the bid, the said earnest money shall stand forfeited.
9. A bidder shall not be permitted to bid for works in the Circle responsible for award and execution of contracts in which his or his spouse’s near relative (defined as first blood relations, and their spouses) is posted as Divisional Accountant or as an officer in any capacity between the grades of Superintending Engineer and Assistant Engineer (both inclusive).
10.    No Engineer of gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering Department of the State Government is allowed to work as a Contractor for a period of two years after his retirement from Government service, without Government permission.  This contract is liable to be cancelled if either the Contractor or any of his employees is found any time to be such a person who had not obtained the permission of the Government as aforesaid before submission of the tender or engagement in the Contractor’s service.
